The problems is with using bluetooth "S60 3rd Edition Feature Pack 1" onwards requires to load a driver which cannot be easily unloaded. The operation of bluetooth adapter while being used with Nokia Connection Framework (NCF)prevents use by PC Suite.The second bluetooth USB adapter should be from another manufacturer, in this case this was from Cambridge Silicon Radio (CSR) chipset which is on the Microsoft list of compatible bluetooth devices.
The S60 3rd Ed Bluetooth driver has now left an empty slot. The second device the CSR bluetooth adapter has now taken over the empty slot. When PC Suite is started the CSR device is now use and connect to a bluetooth phone. The phone being used to connect to bluetooth can only connect to one adapter at a time. The phone can hold pairing to both devices.
